Dr Sarah Furness, Lord-Lieutenant of Rutland, has paid tribute to Queen Elizabeth II, describing her as probably the country’s greatest monarch. Dr Furness highlighted the Queen’s reassuring and steady presence over a period of 70 years, covering a period of massive social and technological change.
