Tributes are being paid to a long serving Oakham councillor who has died in hospital.
Joyce Lucas BEM was 90. She was one of the founders of Oakham in Bloom 27 years ago and this year raised money for 3,000 daffodil bulbs with their annual sale of jigsaws. The last of them were planted last Sunday at the bike bed at the corner of Uppingham Road extending the Daffodil trail, she started further across the town. Joyce Lucas was also instrumental in Songs of Praise being recorded at All Saints Church when the county returned in 1997. Flags are being flown at half mast in tribute this weekend.
